A school with a Title I Schoolwide Program, which is primarily addressed in section 1114 of Title I, Part A, is one that receives Part A funds "to upgrade the entire educational program of a school that serves an eligible school attendance area in which not less than 40 percent of the children are from low-income families, or not less than 40 percent of the children enrolled in the school are from such families". The focus of a Schoolwide Program is Comprehensive Schoolwide Reform to ensure all students – especially those considered most academically at-risk – are able to attain academic proficiency based upon state academic standards.
ESEA For LEAs – Transition to Schoolwide
The transition to or amendment of a Title I Schoolwide Program is a yearlong process in which the school conducts a Comprehensive Needs Assessment of the school’s education program; identifies the school’s areas of strength, growth and improvement; and align their education program the 10 components of a Schoolwide Plan; and implement a Comprehensive Reform Model that support the target objectives of the SMART Goals set by the school.

DEVELOPING A TITLE I SCHOOLWIDE PROGRAM
ESEA For LEAs – Developing a Title I Schoolwide Program is a four part training provided by the Title I Department of the Academic Achievement Division of the Arizona Department of Education that guides district and charter schools through the yearlong process of transitioning to a Title I Schoolwide Program.
This training is for site-based district and charter school administrators and site-based Title I coordinators implementing a Title I Targeted Assistance and/or Schoolwide Program. This training focuses on Schoolwide Plan creation and Schoolwide Program implementation at the school level.
